Camelot's Corporate Structure
Group structure
The National Lottery is run by a commercial company, Camelot UK Lotteries Limited. Its role is to manage the National Lottery infrastructure, design new games, develop the marketing support for Lottery products, provide services for players and winners, and run the network that sells tickets to players.
There are other companies within the Camelot group. For example, Camelot Global Services Limited is a company which looks to use their expertise globally – by offering consultancy and advice to overseas Lotteries or bidding to operate other lotteries.
In 2011 two new companies were created within the Camelot group: Camelot Business Solutions Limited and Camelot Strategic Solutions Limited.

Functions that were carried out within Camelot UK Lotteries Limited but which didn’t specifically relate to the operation of the National Lottery, such as administration, finance (excluding UK National Lottery Treasury functions), tax, procurement, corporate affairs, facilities, corporate sustainability, legal, propriety and HR were transferred to the two new companies. The new companies have agreements with Camelot UK Lotteries Limited to provide it with these services. The new companies are also able to provide services to any of the companies in the group and to other parties.
Regulation
Camelot UK Lotteries Limited is the legal entity which holds the licence to operate the National Lottery until January 2019. Under the terms of the licence it is a single-purpose company, dedicated to the operation of the UK National Lottery. It is regulated by the National Lottery Commission. While the Commission does not directly regulate any of the other companies in the group, it does exercise indirect regulatory controls wherever those group companies contract with Camelot UK Lotteries Ltd, through the regime for control of key licensee sub-contracts contained in the National Lottery licence.
Agreements between Camelot UK Lotteries Limited and other group companies
Camelot UK Lotteries Limited has entered into agreements with Camelot Business Solutions Limited and Camelot Strategic Solutions Limited for the supply of services. The Commission reviewed the agreements prior to their finalisation.
We are satisfied that the new arrangements do not have a detrimental impact on the operation of the National Lottery or on returns to good causes. The re-organisation means that there is a clearer allocation of responsibilities within the Camelot group, and that Camelot UK Lotteries Limited’s sole focus is the operation of the National Lottery. Over time, there is likely to be some financial benefit for the good causes through economies of scale across the whole group.
