Competition research
In the summer of 2004, the National Lottery Commission commissioned four strands of independent research. The purpose was to both gain an initial understanding of the current level of interest in the marketplace, with regard to the next licence, and identify what constraints might restrict the level of competition.

Economic barriers
A review by economists drawing upon economic analysis and the experiences of lotteries abroad and of other sectors of the economy where major licences or franchises are let.

Market perception audit
A gathering of the confidential views of senior executives from a range of organisations which may have participated in a bid consortium.

Commercial barriers
A review by commercial consultants looked at the expectations of potential bidders and the business drivers most likely to influence them.

Technological aspects
An assessment of the attributes of the gaming systems offered by four key providers worldwide in order to reach a view on how modern technology might influence the design of the competition.

Consultation
We consulted widely throughout the third National Lottery licence competition.
We published a discussion paper ‘A Lottery for the Future’ in January 2005 and the ‘Summary of responses and areas for further analysis’ in July 2005. We engaged in debate with a wide range of interested parties about the structure of the competition.
