We consulted widely throughout the third National Lottery licence competition.
We published a discussion paper ‘A Lottery for the Future’ in January 2005 and the ‘Summary of responses and areas for further analysis’ in July 2005. We engaged in debate with a wide range of interested parties about the structure of the competition.
In order to stimulate debate about the matters raised by the discussion paper we extended an undertaking to treat all responses and comments on the discussion papers as confidential. However, we recognised there was a wide interest in who we were speaking to and what was being discussed. Therefore, we asked all respondents whether they would be prepared for the Commission to identify them publicly and whether they would be prepared for us to publish their responses.

A Lottery for the future was a discussion paper that set out the areas where we wished to stimulate an informed debate on the structure of the competition process for the third Licence to operate the National Lottery.
