Bid note 10 - Propriety (Fit and Proper Testing)

The Commission had to satisfy itself both that the Lottery would be run with all due propriety and that those likely to manage the business, or for whose benefit the business were likely to be conducted, were fit and proper.

The Commission included Propriety as one of the Required Standards on which the Commission had to be satisfied. If the standard was not met, the relevant bidder would have been informed that they were not eligible for the award of the licence.
