Draft Licence

The Draft Licence set out the detailed conditions relating to the operation of the Lottery. Bidders were requested to take these conditions into account when responding to the ITA.

The key points of the Draft Licence were:

the Draft Licence is broken down into 30 different schedules, each covering a specific aspect of the Lottery’s operation;it built on our experience of regulating the Lottery over the past 12 years;it conformed to the evolving regulatory environment and the principles set out in the Commission’s review of its regulatory approach; andthe Draft Licence was based on the second licence. Previous conditions were amended where necessary to improve our ability to regulate effectively and where appropriate to reflect a move towards output-based regulation.
