Final Invitation to Apply

We published the Final Invitation to Apply (ITA) and Final Draft Licence on 29 June 2006. Bidders had until 9 February 2007 to prepare their final submissions.

The ITA contained only minor changes to the Draft ITA published in April 2006, reflecting the generally positive response from interested parties on the structure of the competition for the third Licence.

In addition to the ITA and Licence, Bidders were asked to note the details of the Virtual Data Room (VDR), the Bid Process Agreement, the Information and Clarification Request Form and the Business Plan outputs spreadsheet, details of which are contained on the links below:

  • Final Invitation to Apply

    The Final Invitation to Apply was published on 29 June 2006. It is available to download as a full document, or in seven different sections

  • Final Draft Licence

    The Final Draft Section 5 Licence for the Licence period commencing 1 February 2009 is available to download on this page.

  • Bid Process Agreement

    The Bid Process Agreement was the agreement that was entered into between each Bidder and the Commission. It set out the rules governing a Bidder’s participation in the Competition.

  • Virtual Data Room

    In order to enable each party to evaluate fully the Lottery opportunity and to provide a level playing field, the Commission made available further information on the Lottery. This was provided in a secure virtual data room (VDR) accessed via the Internet.

  • Business plan outputs

    Bidders were asked to submit each version of their business plans in the form of an integrated, Excel-based financial model, together with hard copies of the entire financial model. The output sheets should conform to the format that was set out here.

  • Information and Clarification Request Form

    If a Bidder wished to submit a request to the Commission for information or clarification, it was asked to use the relevant form as set out in Appendix H of the Final ITA and available to download here.

  • Bid submission checklist

    The Bid Submission Checklist was provided to assist Bidders in ensuring that they had submitted a complete Bid in the format required by the Commission, but it was not intended to be an exhaustive or comprehensive checklist.
