Arguments For and Against A Two-Stage Process (Rothschild, June 2005)
This note, from Rothschild, considered the arguments for and against a two-stage competition process in the competition for the third National Lottery Licence. Rothschild’s main conclusions were that there was not a particularly compelling case for adopting a two stage process on the basis of reducing bidders’ costs and that the arguments for and against a two stage process in the wider context of the competition were very finely balanced.
