This note, prepared by Rothschild, explored the possibility of conducting a dual competition for the third National Lottery licence. This included an assessment of the likely level of competition, whether this would be sufficient to satisfy the Commission’s outcome and process-based objectives, and if not, whether a dual competition would be suitable to achieve increased competition.
