Licence Length, Extensions and Investment Considerations (Rothschild, September 2005)

This note, prepared by Rothschild, provided comments and recommendations on licence length, extensions and investment issues. Rothschild recommended a ten-year licence term, that the Commission should have the right to extend the licence on existing terms and that the licensee should be able to propose a variation mechanism in respect of investment with the Commission deciding the length of extension up to the limit provided by the National Lottery Act.
