This note, prepared by NERA Economic Consulting, considers the arguments for and against the Commission making a contribution towards Bidders’ costs in the competition for the third National Lottery licence. NERA’s main conclusion is that this measure was unnecessary, as serious potential Bidders were unlikely to be deterred by the cost of Bidding. The measure also had a number of serious disadvantages.
