This paper, which April Strategy prepared for the Commission, set out recommendations concerning the minimum marketing expenditure for the third National Lottery licence. The paper provided a definition of what should be included in the minimum, the structure of the minimum and draft wording for the Licence and final Invitation to Apply (ITA).
