This paper, prepared by NERA Economic Consulting, considered the question of whether the Commission should adopt some form of reserve price for the third National Lottery licence competition. NERA also examined the arguments for both a reserve price that is announced to Bidders, and also those for some measure of what constitutes an acceptable outcome of the competition that it not revealed to Bidders.
