Statement of Main Principles

In November 2005, we published the Statement of Main Principles that underpinned the competition to award the next licence to run the National Lottery.  The document was based on extensive consultation and underlined our commitment to running a fair, open, and transparent process.

The publication of the Statement of Main Principles marked the formal start of the third licence competition, designed to attract high quality, credible bids to run one of the most successful lotteries in the world.
