Statement of reasons for the Commission not to grant a licence to operate the National Lottery (23 August 2000)

On 15 August 2000, the National Lottery Commission decided, in response to the written applications that it had received from Camelot Group plc and The People's Lottery Ltd, not to grant a seven year licence under section 5 of the 1993 National Lottery Act to either of the applicants following the Invitation to Apply process. Its reasons for making this decision are given in this document.
