A Lottery for the future: discussion paper

Our discussion paper, A Lottery for the future, marked the start of the competition for the third Licence to operate the UK National Lottery. We were seeking views to ensure that the competition took place on a level playing field and that any possible barriers to entry had been addressed. We also set out our illustrative timetable for consideration.
