Description

Camelot operated the closure of Scratchcard games under new procedures that did not have the Commission’s approval after the supplier responsible for collecting unsold packs at game closure withdrew from their contract.

Background

On 6 January the Commission approved a revised Scratchcard procedure, but made it clear that further approval would be required to authorise expected revisions to the end of game processes. It highlighted that the Commission needed to approve revised procedures before any end of game collections could be performed under new contractual arrangements. Subsequently, several games were collected without authorised changes being made to the procedures.

Regulatory Action

The Commission investigated the issue, wrote to Camelot and considered its response. As a result a licence breach was recorded on 11 June 2003 and Camelot was asked to revise its procedures.

Outcome

The Commission is currently reviewing Camelot’s proposed revisions to its Scratchcard procedures.
