2004/2005 Breaches

This section contains the licence breaches as recorded by the National Lottery Commission for the period 2004/2005. All licence breaches are published quarterly on the website and yearly in the Annual Report.

  • Funding of the Equalisation Trust Account

In December 2004 Camelot allowed the balance of the Equalisation Trust Account to fall below £4 million, contrary to licence requirements.

  • Security of winner information

Camelot failed to ensure the security of all data used in connection with the National Lottery so as to minimise opportunities for theft, fraud or misuse as required by condition 5(1) of its licence.

  • Independent Section 6 Strategy

Background: The licence requires Camelot to review the strategy and submit the results of such a review to the Commission on an annual basis.

  • Performance Standards

Camelot failed in 2003/04 to meet a performance standard requiring 90% of callers to be able to speak to a National Lottery Line representative within 5 seconds between 09.00 and 17.30 on Monday to Friday, between 09.00 and 20.00 on Saturday and between 09.00 and 15.00 on Sunday. The level achieved was 89.43%.

  • Euro Winner! 2004 Scratchcard Game

The wording on the Euro Winner! 2004 Scratchcard ticket was not consistent with the game procedures, and Camelot’s quality control processes failed to identify the errors.

  • Payments to good causes

Camelot withheld £2.1m from the instalment due to good causes on 13 July 2004 on the basis of an audit opinion that did not cover all the issues as required by the licence. The monies were withheld as part of the new media sales adjustment.

  • Incorrect website figures

The National Lottery Commission identified two errors on Camelot’s National Lottery website relating to incorrect figures.
