Background
The licence granted to Camelot under Section 5 of the National Lottery etc Act 1993 (as amended) requires Camelot to comply with procedures that have been approved by the National Lottery Commission. The procedures approved by the Commission cover the core elements of the National Lottery, including the performance and functionality of the gaming systems.

Description
A compliance review by the Commission found that Camelot had implemented a revised procedure that enabled retailers to undertake manual ticket cancellations without seeking authorisation. This did not accord with the approved procedure.
Furthermore, Camelot was unable to demonstrate compliance with a requirement for retailers to retain cancelled tickets for 210 days following their cancellation.
Regulatory Action
Having written to Camelot and considered its response, the Commission concluded that there had been a contravention of the licence requirement. A licence breach was recorded on 24 February 2006.
Outcome
Camelot is preparing an amendment to the approved procedure describing the performance and functionality of its gaming system to bring it into line with current practice.
