EuroMillions Draw Procedures
Background
The licence granted to Camelot under Section 5 of the National Lottery etc Act 1993 (as amended) requires Camelot to comply with procedures that have been approved by the National Lottery Commission and to notify the Commission of any proposed changes to those procedures.
The procedures approved by the Commission cover the core elements of the National Lottery, including procedures to be followed when the EuroMillions draw is conducted. EuroMillions draws are carried out by La Francaise des Jeux on behalf of the EuroMillions member lotteries.

Description
In November 2006 Camelot completed an internal review of the extent to which documented processes were followed in the EuroMillions draw. The Commission was provided with a copy of the report.
Camelot’s report noted that in two respects, draw validation and draw machine storage, the procedure was not fully complied with.
Further the report noted that the Commission had not been notified of amendments to an approved procedure.
Regulatory Action
Having written to Camelot and considered its response, the Commission concluded that there had been a contravention of the licence requirements. Licence breaches were recorded on 8 June 2007.
Outcome
Camelot is taking steps to ensure that the approved procedure properly reflects current practice in conducting EuroMillions draws. It has since notified the Commission of changes to the approved procedure referred to above.
While the Commission regards compliance with approved procedures as extremely important, it notes that there is no suggestion or evidence that the draw was conducted improperly in any way.
