EuroMillions: Lottery Operators Agreement and Framework Agreement
Background
The licence to promote EuroMillions, granted to Camelot Group plc on 7 February 2006 (as subsequently amended) under Section 6 of the National Lottery etc Act 1993 (as amended) (the “Licence”) requires Camelot to seek the consent of the National Lottery Commission before entering into certain agreements with other lottery operators participating in the EuroMillions game, or agreeing to any amendment, variation or waiver of the terms of those agreements.

Description
In early 2007 the Commission became aware that during 2005 and 2006 Camelot had entered into agreements and had agreed to the variation and amendment of certain agreements, without first seeking the Commission’s consent.
Regulatory Action
Having written to Camelot and considered its response, the Commission concluded that there have been a contraventions of the Licence requirements. Licence breaches were recorded on 10 July 2007.
Outcome
The Commission is satisfied that the failure to seek consent did not have a detrimental impact on propriety, National Lottery players or returns to the good causes.
It notes that Camelot had amended its processes to prevent similar incidents occurring in the future.
